A 301 redirect permanently sends visitors and search engines from one URL to another. In link building, the idea is to take an expired domain that still has backlinks pointing to it and redirect it to a page on your site, so that some of those signals may carry over. How much carries over, if any, depends on the history of the old domain and how closely it relates to your page.
Google's spam policies cover expired domain abuse, where an expired domain is bought mainly to borrow its reputation. That is why we treat this as a higher-risk tactic, deliver it only on request and explain the risks first.
Use a 301 when the move is permanent, which is the case for this tactic. A 302 signals a temporary move, so it is the wrong choice here.
